Reforming the Filibuster

The filibuster is a famous tactic to get legislation in the US Senate ether delayed or blocked. The US Senate is not known as a place to quickly get legislation passed. Legislation has to have consensus so it would be right for our nation. Compromise and negotiation is the name of the game.

I have an idea to help speed up legislation, while still protecting the rights of the minority.

My tiered system would allow for time to get the compromise and negotiation, while still giving a chance for legislation to pass.

Step 1: First filibuster (2/3rds vote required for cloture) You would be given a three month delay (including recess time). After three months the filibuster has to start live on the floor within 24 hours of the end of the filibuster, else it goes to Step 2.

Step 2: Second filibuster 3/5ths vote. Six weeks delay. After six weeks you have to start your filibuster within 24 hours else it goes to step 3.

Step 3 Majority vote.
